Independent Analysis Recognised Within the National Infrastructure Planning Process

Harberry&Co.’s expertise extends beyond dispute resolution into the assessment of nationally significant digital infrastructure developments.  In 2026, Andrew White was appointed by a local authority to undertake an independent technical review of proposals for a hyperscale data centre supported by an associated gas-fired energy generation centre.

The review examined power strategy, infrastructure resilience, environmental impacts and long-term site suitability.  As part of the assessment, Andrew drew the Planning Inspectorate’s attention to the UK Government’s emerging AI Growth Zones programme, which seeks to unlock investment in AI-enabled data centres and supporting infrastructure by improving access to power and providing planning support.

Harberry&Co.’s analysis highlighted the growing importance of power-led site selection within the data centre industry and considered the relationship between the proposed development and the Government’s evolving approach to AI infrastructure planning.  The report also examined the implications of a development with a very substantial energy requirement.

From an energy systems perspective, energy consumed by data centres is ultimately dissipated as heat, making thermal management and cooling strategy critical aspects of project design. The review considered academic research into large-scale data centre thermal impacts, including work by Andrea Marinoni on potential localised warming and data-centre-related heat island effects.

Harberry&Co.’s analysis highlighted the importance of understanding how several hundred megawatts of energy consumption may interact with local environmental conditions, and the need for these issues to be properly assessed as part of the project’s environmental evaluation. The report formed part of the material included within the Planning Inspectorate’s published Scoping Opinion for the Nationally Significant Infrastructure Project, demonstrating Harberry&Co.’s ability to provide independent, evidence-based analysis at the intersection of telecommunications, energy infrastructure and public policy.
